The Master’s Programme Public Management in International Cooperation – Designing African-European and Intra-African Relations (PMIC) is all about improving the capabilities of local, regional and international mainly public actors working in African-European or Intra-African relations to cooperate internationally. The programme aims to bridge administrative barriers in international cooperation and collaboration, particularly between Germany/Europe and Africa, but also within Africa, for example between East and West Africa.

Full- and part-time administrative staff of governmental and non-governmental (NGOs) institutions and organisations in Germany, in African countries and other countries of the global North and South, in particular if they already have or strive for a role in international cooperation of all kinds.
University graduates from the global North and South who complete the programme as an additional qualification after a bachelor’s degree and after at least one year of professional experience.

A university degree based on at least 180 ECTS credits or six semesters of study (preferred fields of study: administrative, legal, social, political or economic sciences);
At least two years of work experience in international cooperation, in public administration, or in relation to one of these fields;
A good command of the English language (at least level B2 of the Common European Framework of Reference for Languages).

Inhalte
In nine modules cover the multiple capability facets needed for the work in international cooperation: the capability to compare different governance patterns in the global multi-level system, the knowledge of public policy approaches and their implementation, knowledge and capabilities in public management, the practice of development cooperation, change management and capacity building and public financial management. An overarching module is dedicated to intercultural competence and conflict transformation. A methodological module prepares the students to writing their Master’s theses.
Ablauf
The master programme is a career-integrated study programme. The attendance periods of the study programme are limited to four presence phases of ten to twelve days per semester. The Master Programme runs over 4 semesters, with a total of 10 modules and 4 presence phases.

Lernziele
The primary aim of the master’s programme is to enable the students to overcome the so called „Public Administration Gap” in their own professional contexts. Thanks to the way the programme is designed, the students will not only benefit from the content but also – against the background of their work experience – be able to supplement relevant competences and experiences and to apply as well as critically reflect them.
The overall qualification objective of the master’s programme is to equip the students with the theoretical-analytical skills, knowledge and competences that will enable them to independently, systematically and – based on scientific methods – apply their acquired skills in different leadership and management positions in the professional field of administrations which are active in international cooperation. This includes, in particular, also the fact that the various African locations of the partner universities and the presence phases as well as the strongly intercultural teamwork stimulate a process of personal growth that optimises the work in international cooperation.

We can now offer scholarships possibilities to successful applicants for the Master’s programme. The scholarships have been made possible by generous donations. The tuition fees of the programme of maximum 4.500 EUR for students who haven’t received any scholarships do not cover travel and accommodation expenses.
